Two different wing designs were presented to Joseph Stalin on the same sheet. After looking over the designs the Soviet Leader signed in the middle sheet. With his signature in the middle of the sheet, nobody knew which design he approved. At the same time nobody wanted to question the leader, so it was decided to build both designs.
